Can I describe just one collection?
Yes. Choose Specific Collections in the first step, then pick one or more collections. Products are read from the collection when the task runs.

Yes. On Let's Get Started, choose Specific Collections, then select the collection on Choose Specific Items.
The product list is read when the task runs, so products added to the collection before the run are included. Each collection is limited to 5,000 products.
